Maritime Decision-Makers and Cyber Security: Deck Officers’ Perception of Cyber Risks towards IT and OT Systems

Haugli-Sandvik et al. present a quantitative analysis of deck officers‘ perceptions of cyber risks related to information technology (IT) and operational technology (OT) systems, emphasizing the importance of understanding human behavior in maritime cybersecurity. Based on survey data from 293 deck officers on offshore vessels, the study conducts statistical analyses to gauge and forecast their cyber risk perceptions towards IT and OT systems. Results indicate a significant difference in perceived cyber risk levels between IT and OT systems. Hierarchical regression analyses reveal that perceived benefit positively influences deck officers’ cyber risk perceptions for both IT and OT systems, while factors like trust and experience with cyber-attacks show mixed results. Cybersecurity training and experience with cyber-attacks predominantly affect perceptions of cyber risks associated with operational technology. The study aims to explore variations and causal relationships in cyber risk perception within the maritime context, with a dual objective of measuring deck officers’ cyber risk perception and developing predictive models for it. The findings provide insights into the complex interplay of factors shaping cyber risk perceptions and offer potential implications for decision-making and targeted preventive measures to bolster maritime cybersecurity and safety. Overall, the study underscores the nuanced differences in how deck officers perceive cyber risks towards information and operational technology, shedding light on key variables influencing their perceptions.
