In September 2024, SIRE 2.0 Enforces Improved Cybersecurity Requirements

OCIMF (Oil Companies International Marine Forum) has officially announced on July 02, 2024, that Phase 3 of the Ship Inspection Report Programme (SIRE) 2.0 will conclude on September 1, 2024, with Phase 4 commencing on September 2, 2024.

What Happened During Phase 3?
During Phase 3, all programme users (ship operators) were able to request trial inspections for SIRE 2.0. These inspections were designed to help users familiarize themselves with the system and conduct necessary testing. Notably, all trial inspections were anonymized upon publication and were not used for vetting purposes.

What to Expect in Phase 4 for Cyber Security Requirements?
With the launch of Phase 4, SIRE 2.0 will officially replace the current Vessel Inspection Questionnaire (VIQ) 7. This new version incorporates improved cybersecurity requirements, covering technical, operational, and human elements. All programme users are urged to comply with these cybersecurity standards.

Key Areas of Focus During Inspections:

  • Company procedures for cyber risk management;
  • Inventory/register of sensitive IT/OT systems on board;
  • Records of approval for external local or remote access to sensitive IT/OT systems;
  • Cyber contingency plans in hard copy;
  • Contact details for technical support from the operator’s IT department or external IT contractors;
  • Records of cybersecurity training.

OCIMF’s measures reflect its commitment to ensuring the security and resilience of onboard systems by verifying adherence to specific cybersecurity protocols during inspections. Ship operators are encouraged to seek support from Cyber Onboard regarding cybersecurity requirements before Phase 4 begins.
