
The United States Navy currently boasts a team of experts dedicated to cybersecurity, yet it is actively working to increase both the quantity and quality of these specialists. Consequently, efforts are swiftly underway.
The U.S. Naval Academy features a Cyber Science department. In 2023, this department introduced the Maritime Industrial Control Systems Cybersecurity elective course. The course commenced with a survey of shipboard systems, including Propulsion, Electrical, Water, and Bridge Systems. Students then engaged in hands-on coding of ladder logic on Programmable Logic Controllers, performing tasks from toggling lights to sending data via Modbus TCP. The course concluded with a project where students built a small-scale simulation of the alarms and monitoring system of a local patrol craft.
In mid-2023, the United States began training Maritime Cyber Warfare Officers. This group focuses not only on defensive security but also on offensive strategies tailored to the navy’s needs. A specialized cadre was established for this purpose, with individuals receiving specific training. Initially, a pilot group of three individuals was selected and underwent various courses to acquire specialized skills. Subsequently, in November 2023, a group of 115 was formed.

In October 2023, the U.S. Naval War College hosted the Fourth Cyber Warfare Workshop. Participants included U.S. Navy, Marine Corps, and Coast Guard officers, Department of Defense (DoD) scientists, civilian cyber and maritime specialists, officials from partner nations, and NWC faculty. The workshop provided opportunities for collaboration between researchers and scholars from both the U.S. government and civilian organizations concerning cyber warfare in the maritime domain.
