IMO Releases Insider Threat Toolkit to Strengthen Maritime Cybersecurity

The International Maritime Organization (IMO) has published a comprehensive Insider Threat Toolkit designed to address the growing risks posed by insider threats within the maritime sector. This toolkit is the result of a collaboration between the IMO Maritime Security Section and the International Civil Aviation Organization, aimed at supporting maritime organizations in mitigating the vulnerabilities exploited by malicious insiders.

The toolkit provides a detailed framework to assist maritime administrations, designated authorities, shipping companies, port operators, and other stakeholders in identifying and responding to potential insider threats. Insiders, defined as employees or contractors with privileged access to secure locations or sensitive information, can intentionally or unintentionally cause significant security incidents. These incidents range from introducing hazardous materials into restricted areas to facilitating cyber attacks by providing access to information technology and operational technology systems.
